Preparing a bid: the document file that gets reviewed first
In most procedures the evaluation starts with admissibility. A technically superior bid is set aside if a document is missing or if the signature does not belong to someone with authority to bind the company. It is the most common cause of exclusion and also the most avoidable.
The corporate block: current certificate of legal representation, power of attorney with express authority, apostille or legalisation, official translation and an enabled digital signature. All of it valid as of the closing date of the tender, not as of the day the folder was put together.
The technical block: product and management system certifications, manufacturer backing letters, demonstrable experience with verifiable client data and contacts, and datasheets that answer the specification point by point, in the same order in which it was written.
The commercial and guarantees block: price structure in the requested format, bid validity, bid bond in an accepted form and a realistic delivery plan. An optimistic lead time that is later missed costs more than the margin it was meant to win.
A practical suggestion: build the base file once, keep it alive with expiry reminders and adapt it tender by tender. Companies that bid regularly in Costa Rica work this way, and that is why they reach the closing date without surprises.
