Our divisions share a single definition: acting on behalf of those who have neither presence nor local knowledge in the market where they need to operate. That allows areas with different objects to work to the same standard of rigour.
What we do
We act as the local presence of international industrial technology manufacturers in Costa Rica. We identify opportunities, articulate the technical and commercial relationship between the manufacturer and the institutional buyer, accompany the procurement process from the detection of the need to the signing of the contract, and coordinate local execution. All of this without the manufacturer needing to establish its own structure in the country.
Our model is one of pure representation: the manufacturer appears as the bidder, signs the contracts and executes. We provide what cannot be built from a distance.
How we operate
Opportunity detection
We continuously and systematically monitor the institutional sources where the needs of the Costa Rican public sector are published, primarily SICOP, the mandatory State procurement system. When we identify a relevant opportunity, we analyze it across four dimensions: technical, regulatory, competitive and commercial viability, and present the manufacturer with a clear report so they can decide whether to participate.
Technical and commercial coordination
Once the decision to participate has been made, we coordinate the preparation of the bid between the manufacturer's teams and the specific requirements of the Costa Rican procurement process. We manage formal inquiries to the tender specifications, verify compliance with eligibility requirements and coordinate the technical and economic structure of the proposal.
Procurement process monitoring
We accompany all stages of the process (from the publication of the tender specifications to the signing of the contract) with active tracking of deadlines, alerts on changes and management of formal communications with the contracting institution. When appropriate, we coordinate with legal advisors the preparation of appeals or challenges.
Local execution coordination
Once the contract is signed, we act as the permanent point of contact between the manufacturer and the client during execution: we coordinate logistics, importation, specialized transport and local resources, and monitor contractual milestones to ensure the project is executed without friction.
Long-term institutional relationship
Once the equipment is installed, recurring demand for spare parts, maintenance and upgrades is generated throughout its useful life (in industrial infrastructure, between 30 and 50 years). We manage this relationship actively: we visit clients, identify needs in advance and coordinate direct quotations and minor purchases that do not require formal public bidding.
Why it works
Costa Rica's public infrastructure market demands something that cannot be purchased or delegated from afar: real understanding of the regulatory environment, institutional relationships built over time, and continuous presence before, during and after each process. That is exactly what Overseas provides.
