Supplier registration in SICOP: a practical guide for foreign companies

SICOP is the single procurement platform of the Costa Rican State. Without an active registration you cannot bid, and registering a foreign company involves more steps and more points of failure than registering a domestic one.

The essentials: a current certificate of incorporation and legal representation from the country of origin, duly apostilled or legalised; official translation into Spanish where applicable; appointment of the person with sufficient power of attorney to bid and to contract on behalf of the company; and a digital signature valid in Costa Rica, which in practice requires a locally enabled individual. It is worth settling from the outset, and with legal advice, where those powers are to sit: it is a decision for the company, not an administrative detail.

The most frequent mistakes are formal ones. Apostilled documents that have already expired by the time the bid is submitted, powers of attorney that do not expressly cover the authority to bid and contract, and incorrect classification of goods and services, which leaves the company outside the automatic notifications for exactly the tenders it cares about.

Our recommendation is to treat registration as a project with an owner and a due date, not as a minor administrative formality. Done with time it takes weeks; done against the clock it costs a tender.
